Бул макалада миграция түшүнүгү, миграция процесси жана анын укуктук өзгөчөлүктөрү; Кыргыз Республикасынын миграциялык саясаты жаатындагы эл аралык жана улуттук укуктук актыларды карады, ошондой эле гуманизмдин, демократиянын жана социалдык адилеттуулуктун принциптерине негизделген мамлекетибиздин улуттук саясатынын артыкчылыктуу милдеттери миграциялык процесстерге контролдук кылуу учун зарыл закон чыгаруучу базаны камсыз кылуу. Кыргызстан, бардык мамлекет сыяктуу эле, миграция коркунучтардын мейкиндигин гана түзбөстөн, аймактын, эл чарба комплексинин, демографиялык базанын, маданияттын, улуттук организмдин өнүгүшүнүн фундаменталдуу фактору экенин түшүнөт
