Аннотация

Кыргыз Республикасынын экономикасын санариптештирүү шарттарында жер ресурстарын башкаруу системасын трансформациялоо стратегиялык мааниге ээ болууда, анткени жер фондун натыйжалуу пайдалануу агрардык сектордун туруктуу өнүгүшүн камсыз кылуу, аймактардын инвестициялык жагымдуулугун жогорулатуу жана мамлекеттик жөнгө салуу механизмдерин өркүндөтүү менен түздөн-түз байланыштуу. Изилдөөнүн максаты жасалма интеллект технологияларынын жана улуттук мейкиндиктик маалыматтар инфраструктурасынын Кыргыз Республикасынын жер ресурстарын башкаруунун натыйжалуулугун жогорулатуудагы ролун баалоо болгон. Изилдөөнүн методологиялык негизин системалык, салыштырма жана экономикалык-статистикалык талдоо ыкмалары, ошондой эле геомаалыматтык моделдөө жана мейкиндиктик маалыматтарды талдоо ыкмалары түздү. Изилдөөнүн жүрүшүндө өлкөдөгү жер ресурстарын башкарууну санариптештирүүнүн учурдагы абалына комплекстүү баа берилип, негизги институционалдык жана технологиялык чектөөлөр аныкталды. Аларга маалыматтык ресурстардын бөлүнүп-жарылышы, санариптик платформалардын интеграциясынын жетишсиз деңгээли, мейкиндиктик маалыматтарга жеткиликтүүлүктүн чектелиши жана геомаалыматтык технологиялар жаатындагы квалификациялуу адистердин жетишсиздиги кирет. Жасалма интеллект инструменттерин киргизүү жер ресурстарына мониторинг жүргүзүүнүн тактыгын жогорулатууга, мейкиндиктик маалыматтарды иштетүү процесстерин автоматташтырууга, жер пайдалануудагы өзгөрүүлөрдү болжолдоого жана башкаруучулук чечимдердин негиздүүлүгүн жогорулатууга өбөлгө түзөрү аныкталды. Изилдөөнүн жыйынтыктары көрсөткөндөй, геомаалыматтык системаларды жана интеллектуалдык алгоритмдерди интеграциялоо жер ресурстарын башкаруунун ачыктыгын жогорулатууга, аларды натыйжасыз пайдалануу тобокелдиктерин азайтууга, ошондой эле мамлекеттик көзөмөлдөө жана жөнгө салуу процесстерин оптималдаштырууга мүмкүндүк берет. Улуттук мейкиндиктик маалыматтар инфраструктурасын өнүктүрүүнүн артыкчылыктуу багыттары жалпыланып, алар маалымат агымдарын стандартташтырууну, санариптик сервистерди интеграциялоону, ведомстволор аралык өз ара аракеттенүүнү кеңейтүүнү жана геомаалыматтык ресурстардын жеткиликтүүлүгүн жогорулатууну камтыйт.
