Цифровая трансформация управления земельными ресурсами и развитие национальной инфраструктуры пространственных данных с использованием искусственного интеллекта

Аннотация

В условиях цифровизации экономики Кыргызской Республики трансформация системы управления земельными ресурсами приобретает стратегическое значение, поскольку эффективное использование земельного фонда напрямую связано с обеспечением устойчивого развития аграрного сектора, повышением инвестиционной привлекательности территорий и совершенствованием механизмов государственного регулирования. Целью исследования являлась оценка роли технологий искусственного интеллекта и национальной инфраструктуры пространственных данных в повышении эффективности управления земельными ресурсами Кыргызской Республики. Методологическую основу исследования составили методы системного, сравнительного и экономико-статистического анализа, а также методы геоинформационного моделирования и пространственного анализа данных. В ходе исследования проведена комплексная оценка современного состояния цифровизации управления земельными ресурсами страны, выявлены основные институциональные и технологические ограничения, включая фрагментацию информационных ресурсов, недостаточный уровень интеграции цифровых платформ, ограниченность доступа к пространственным данным и дефицит квалифицированных специалистов в области геоинформационных технологий. Установлено, что внедрение инструментов искусственного интеллекта способствует повышению точности мониторинга земельных ресурсов, автоматизации процессов обработки пространственной информации, прогнозированию изменений землепользования и повышению обоснованности принимаемых управленческих решений. Результаты исследования показали, что интеграция геоинформационных систем и интеллектуальных алгоритмов позволяет повысить прозрачность управления земельными ресурсами, снизить риски их неэффективного использования, а также оптимизировать процессы государственного контроля и регулирования. Обобщены приоритетные направления развития национальной инфраструктуры пространственных данных, предусматривающие стандартизацию информационных потоков, интеграцию цифровых сервисов, расширение межведомственного взаимодействия и повышение доступности геоинформационных ресурсов. Практическая значимость исследования заключается в возможности применения полученных результатов при разработке и реализации государственных цифровых стратегий в сфере управления земельными ресурсами Кыргызской Республики
