The Editorial Board of the scientific journal Bulletin of the Kyrgyz National Agrarian University is guided in its activities by internationally recognised standards and principles of scientific publication ethics. These standards require adherence to academic integrity, the confidentiality of the editorial process, quality control of published materials, the prevention of breaches of publication ethics, and the identification and appropriate management of potential conflicts of interest.
In its editorial activities, the journal follows the recommendations of the Committee on Publication Ethics (COPE) and the provisions of the Publishing Ethics Resource Kit developed by Elsevier.
The Editorial Board adheres to the following principles of publication ethics:
- observance of the fundamental principles of scientific publishing, including scientific rigour, objectivity, professionalism, and the dissemination of information about the most significant and innovative research;
- equal, respectful, and fair treatment of all participants involved in the creative, editorial, and publishing processes associated with the preparation and publication of the journal;
- application of a double-blind peer-review procedure and engagement of independent, objective, and competent experts to assess submitted manuscripts;
- systematic consultation with authors to ensure that submitted materials comply with the structural, formatting, and content requirements of international scientific databases.
PUBLICATION DECISIONS
The decision on whether to publish an article submitted to the Editorial Office is made by the Editor of the journal. When considering a manuscript, the Editor is guided by the journal’s editorial policy, the scientific and academic value of the material, and the conclusions and recommendations of the reviewers. In making a decision, the Editor must take into account applicable legal requirements and ethical standards concerning the prohibition of defamation, copyright infringement, and plagiarism.
The Editor must not use unpublished information, data, ideas, or findings contained in a submitted manuscript in their own research without the author’s prior written permission. Editors must also properly consider complaints and concerns relating to possible ethical misconduct in submitted manuscripts.
The intellectual and scientific content of a manuscript is assessed without regard to the authors’ race, gender, sexual orientation, religious beliefs, ethnic or social origin, nationality, citizenship, or political views.
CONFIDENTIALITY
The Editor and members of the Editorial Board must maintain the confidentiality of all information concerning manuscripts submitted for consideration, including information about the authors, subject matter, content, and research findings.
Each manuscript submitted for peer review must be treated as a confidential document. Unless there is a justified need to do so, the Editor and Editorial Board must not disclose information about submitted materials to anyone other than the authors, reviewers, scientific advisers, editorial staff, and publisher directly involved in assessing and preparing the article for publication.
MANAGEMENT OF CONFLICTS OF INTEREST
Unpublished materials, information, and findings contained in a submitted manuscript must not be used by the Editor, reviewers, scientific advisers, or other persons in their own research without the authors’ written consent.
Editors, reviewers, and scientific advisers must withdraw from the consideration of a manuscript where a conflict of interest arises from competitive, collaborative, professional, financial, personal, or other relationships with the authors, institutions, companies, or other parties associated with the submitted work.
The Editorial Board undertakes to take all necessary and reasonable measures when conflicts arise and when complaints or concerns are submitted regarding manuscripts under consideration or materials that have already been published.
The Editorial Office of the Bulletin of the Kyrgyz National Agrarian University considers complaints and reports of possible misconduct in the conduct of research or preparation of scientific publications submitted by readers, reviewers, authors, and other interested parties. The publisher also reserves the right to inform readers about the outcomes of investigations into conflicts and the measures taken to resolve them.
ETHICS
Ethical Requirements for the Use of Animals in Research
The Bulletin of the Kyrgyz National Agrarian University supports the ARRIVE guidelines governing the reporting of experiments involving live animals. Authors and reviewers should use the ARRIVE guidelines as a checklist when preparing and assessing relevant manuscripts.
Editors may require authors to submit a completed ARRIVE checklist and may reject a manuscript where the reported research fails to comply with the applicable requirements, raises justified concerns regarding research ethics or animal welfare, or involves experimental procedures that are not justified by the scientific value and findings of the study.
For further guidance, authors are advised to consult the Code of Practice for the Housing and Care of Animals Used in Scientific Procedures and the recommendations of the American Association for Laboratory Animal Science and the European Animal Research Association.
Research Involving Plants
Experimental research involving plants, including cultivated and wild species, as well as the collection of plant material, must be conducted in accordance with applicable institutional, national, and international requirements and guidelines.
Authors are advised to comply with the provisions of the Convention on Biological Diversity and the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
Research Involving Human Participants
Research involving human participants must receive prior approval from the appropriate ethics committee of the institution or institutions in which the work was conducted.
Manuscripts reporting the results of surveys, interviews, or other research involving respondents must confirm that participation was voluntary, that written informed consent was obtained from the participants, including consent to the publication of the findings, and that the confidentiality and anonymity of respondents were properly protected. Authors must also confirm that participants were not subjected to discrimination, coercion, pressure, or any other form of improper influence.
The ethical justification for the research must be clearly stated in the manuscript and, where possible, supported by references to applicable international professional standards and codes. Such documents include the 1997 Code of Ethics of the American Sociological Association, the 2025 ICC/ESOMAR International Code on Market, Opinion and Social Research and Data Analytics, and the European Commission’s 2021 guidance on ethics and data protection.
When reporting research involving human participants, authors must state that the work was conducted in accordance with applicable ethical requirements and the relevant professional standards.
Before the research begins, approval must be obtained from a local Institutional Review Board (IRB) or another competent ethics committee. Such approval must confirm that the research complies with applicable national and international guidelines.
All research participants must be fully informed in advance about the aims of the study, the intended use of the data collected, whether anonymity can be guaranteed, and any potential risks associated with participation.
Ethical approval from the appropriate committee must be obtained before the research begins. Where ethical approval is not required for a particular type of research, the authors must provide an official statement from the ethics committee or refer to provisions of national or local legislation confirming that ethical approval is not required.
RESPONSIBILITIES OF THE EDITORIAL BOARD
The Editorial Board must:
- treat authors, their scientific positions, and their fields of research respectfully and appropriately, maintain editorial confidentiality, and prevent unfair treatment during manuscript processing;
- refrain from making independent changes to an author’s text without the author’s consent and obtain the author’s approval of the final version of the article after editorial amendments have been made;
- prevent the publication of materials that lack scientific value, fall outside the journal’s scope or editorial policy, contain plagiarism, or have previously been published elsewhere;
- ensure the engagement of independent, objective, and competent experts and apply a double-blind peer-review procedure.
RESPONSIBILITIES OF REVIEWERS
Reviewers must:
- assess all manuscripts submitted for expert evaluation objectively and impartially;
- comply with the deadlines established by the Editorial Office for preparing their reviews;
- treat each manuscript as a confidential document and refrain from sharing it with or discussing it with other persons without the permission of the Editorial Office; completed reviews must also remain confidential;
- refrain from using data, ideas, or findings contained in an unpublished manuscript for personal, professional, or scientific purposes;
- provide an objective, well-reasoned, appropriate, and professional assessment of the research findings presented.
Where a reviewer identifies a conflict of interest, including after the author’s identity becomes known, the reviewer must immediately notify the Editorial Board.
Where the subject matter or methodology of an article falls outside the reviewer’s area of expertise, the reviewer must promptly notify the Editorial Office and decline to conduct the expert assessment.
Reviewers must also inform the Editorial Board of any indications of scientific misconduct, breaches of publication ethics, or other failures to comply with the ethical principles set out in these guidelines.
RESPONSIBILITIES OF AUTHORS
Authors must:

ensure the scientific novelty, reliability, validity, and originality of the research findings presented;
- properly acknowledge materials and ideas borrowed from the work of other authors and provide accurate references to the original sources;
- avoid excessive borrowing, plagiarism in any form, and the reuse of substantial sections of their own previously published work without appropriate citation, namely self-plagiarism;
- guarantee that the submitted article is original and exclusive, has not previously been published, and is not simultaneously under consideration by another publication.
By submitting materials for publication in the Bulletin of the Kyrgyz National Agrarian University, authors confirm their agreement that, following acceptance for publication, the text of the article may be included in electronic scientific databases. Authorship must be clearly acknowledged, and the authors retain their copyright in full.
All sources of external information must be identified in the article. Relevant information must be presented in the form of bibliographic citations and a reference list, including the authors’ own previously published works where these have been used in preparing the research.
All borrowed ideas, data, wording, and materials must be properly acknowledged through quotations or bibliographic references.
Where an author discovers a substantial error or inaccuracy in their work after publication, the author must immediately notify the Editor of the journal and cooperate with the Editorial Office to ensure that the necessary corrections are made as soon as possible.
Where the Editor receives reliable information from a third party indicating that a publication contains substantial errors, the author must correct the identified deficiencies or withdraw the article as soon as possible.
AUTHORSHIP STATEMENT
The Editorial Board of the Bulletin of the Kyrgyz National Agrarian University assumes that all authors named in a manuscript have read its contents, agree with the final text of the article, have expressly consented to its publication, and have obtained all necessary approvals from authorised representatives of the institution or organisation in which the research was conducted before submitting the manuscript.
Each author named in the submission confirms that they:
- made a substantial contribution to the conception or design of the research, the collection of data, or the analysis or interpretation of the data;
- participated in drafting the manuscript or critically revised it for significant intellectual content;
- approved the final version of the article submitted for publication;
- agrees to be accountable for all aspects of the work and guarantees that any questions relating to the accuracy, reliability, or integrity of any part of the research will be properly investigated and resolved.
The Editorial Board supports collaboration with researchers and specialists working at the locations where the research is conducted and recommends including them as co-authors, provided that they meet all applicable authorship criteria.
Individuals who contributed to the research but do not meet all the criteria for authorship must be acknowledged in the “Acknowledgements” section.
DECLARATION OF MANUSCRIPT SUBMISSION
The authors confirm that the submitted work has not previously been published and is not currently under consideration for publication elsewhere.
Submission of the manuscript also confirms that its publication has been approved by all authors and by the appropriate responsible bodies of the institution or organisation in which the research was conducted.
Where an article is accepted for publication, it must not subsequently be republished in the same form in another publication, whether in English or in any other language.
DATA-SHARING POLICY
The journal supports the principles of transparency, reproducibility, and openness in scientific research while protecting authors’ rights and ensuring compliance with legal and ethical requirements.
Data underlying the findings of a published study may be provided to interested parties only in response to a formal request submitted through the Editorial Office of the journal. Such data may be disclosed only with the consent of the author or authors of the relevant publication.
To request access to data, an interested party must contact the Editorial Office and explain the purpose for which the requested materials are to be used.
The Editorial Office forwards the request to the author or authors of the study for consideration. Where the author agrees to provide access, the Editorial Office informs the applicant of the procedure for obtaining the data. This procedure may include signing a confidentiality agreement and accepting obligations to comply with the legal and ethical principles governing the use of scientific data.
The Editorial Office does not impose an unconditional obligation on authors to provide access to research data and takes into account possible restrictions arising from confidentiality, personal data protection, legislation, contractual obligations, and ethical requirements.
Where an author refuses to provide the data, the Editorial Office informs the applicant accordingly.
All requests for access to data must be sent to the journal’s official email address. This procedure ensures the fair, controlled, and transparent consideration of requests, protects authors’ rights, and promotes the ethically responsible use of scientific information.
POST-PUBLICATION DISCUSSION POLICY
The journal supports open, professional, and constructive discussion of published scientific research.
To promote post-publication scientific discussion, the Editorial Office encourages readers and authors to discuss published articles on PubPeer, a platform intended for commenting on scientific publications after their release.
Articles published in the journal are assigned digital object identifiers (DOIs), enabling the materials to be easily located and discussed on PubPeer.
Post-publication discussions must be professional and respectful, focus on the scientific content of the work, and comply with generally accepted standards of publication ethics.
All substantiated comments and concerns raised regarding a published article on PubPeer are considered by the Editorial Office in accordance with the journal’s ethical policy and established procedures for correcting or retracting publications.

The journal does not publish or accept advertising in any form.
The journal’s financial model is structured to ensure the complete independence of editorial decisions and adherence to high standards of academic integrity.
RESEARCH FUNDING POLICY
The Bulletin of the Kyrgyz National Agrarian University is committed to maximum transparency regarding the funding of scientific research.
All authors must disclose the sources of financial support for the research reported in their article. Such sources include:
- grants provided by scientific institutions, organisations, or foundations;
- funding provided by governmental or non-governmental organisations;
- commercial, charitable, or private sources of financial support;
- internal funding provided by universities, research institutions, clinics, or other organisations.
Where the research received no external or internal financial support, the authors must include the following statement:
“The research received no funding.”
