Abstract
Cannabis is the largest illicit drug in the world and affects almost all countries. The well-known methods used to combat wild hemp, such as the use of herbicides, have a negative impact on the environment, are ineffective, and were developed without taking into account the environmental features of hemp. Burning grass is prohibited in Russia; double plowing of abandoned agricultural land is economically costly. The economic feasibility of growing and processing industrial hemp is today proven by the activities of countries that lead the world in the production and export of hemp fiber and related products. These are North Korea, China, the Netherlands, the USA, Canada and others. The great importance of hemp for the economy is confirmed by the experience of France. Acting the Law of the Kyrgyz Republic dated May 22, 1998 No. 66 “On narcotic drugs, psychotropic substances and precursors.” The law states in the list of basic terms that cultivation is the sowing and growing of opium, poppy and hemp, and other narcotic plants provided for by international UN conventions, i.e. the act of growing hemp already falls under UN conventions as a prohibited activity. It is necessary to amend this law to allow the cultivation of industrial hemp as an agricultural crop
